Opening the .c file in vim, or Emacs shows the control characters. Doing a
hexdump on the output of 'gcc -E' does show the octal value in the output
('001'). For example:

$ gcc -E inc.c > gcc.e

$ hexdump -c gcc.e 
0000000   #       1       "   i   n   c   .   c   "  \n   #       1    
0000010   "   <   c   o   m   m   a   n   d   -   l   i   n   e   >   "
