PR fortran/54884
* resolve.c (specification_expr): Change to bool.
(resolve_formal_arglist, resolve_symbol): Set
specification_expr to true before resolving the array spec.
(resolve_variable, resolve_charlen, resolve_fl_variable):
Properly reset specification_expr.
(resolve_function): Set public_use when used in
a specification expr.
