Subject: [Bug fortran/41580] New: [OOP] SAME_TYPE_AS and EXTENDS_TYPE_OF - add compile-time simplifcation

For SAME_TYPE_AS and EXTENDS_TYPE_OF one should add a compile-time
simplification to simplify.c
