I think we can make this valid GNU C++ by doing:
template<const char *, int> struct A {};
template<int N> struct A<__FUNCTION__, N> {};
char a1[1];
A<a1, 0> a;

Though 3.3 rejected it by not defining __FUNCTION__ in the toplevel.
