[Bug bootstrap/37426] New: [4.4 regression] IRA merge breaks Tru64 UNIX bootstrap

As of 20080903, mainline doesn't bootstrap on alpha-dec-osf5.1b: in stage2,
compiling build/gengtype-lex.o results in an ICE:

a mainline bootstrap as of 20080908 to check.
