[Bug bootstrap/36783] New: Build fails in stagefeedback-bubble make target on IRIX 6.5.30 when compiling insn-attrtab.c

This is an Octane2 system running IRIX 6.5.30. Bootstarpping is done with
MipsPro 7.4.3m compiler. Configure environment:
