Yes, I think we want to suspend this, waiting for the resolution of the glibc
issue. Because, I clearly remember adjusting the code basing on feedback from
people working on glibc: I learned that an empty thousand separator implies no
grouping (i.e., the langinfo entry for GROUPING is not relevant in that case)
and we even added a comment about that in the code. I think Andreas Schwab may
remember something...
