[Bug c/31955] New: gcc-4.2.0.tar.bz2 is missing INSTALL html files

I hesitate to report this because it seems so obvious I must be wrong:
gcc-4.2.0/INSTALL only contains the README file (which says to look in
index.html).  In previous tarballs, INSTALL contained the config/build/etc.
instructions as HTML files.

I haven't seen anything that would suggest that it is not intended to be the
case anymore: gcc-4.2.0/README and gcc-4.2.0/INSTALL/README haven't changed in
years...
