[Bug fortran/31067] MINLOC should sometimes be inlined (gas_dyn is sooooo sloooow)

Definitely.  We do this for minval, and from glancing at
gfc_conv_intrinsic_minmaxval and gfc_conv_intrinsic_minmaxloc,
it should happen already.
