Subject: [Bug target/23740] New: attiny13 and attiny2313 are not fully supported

attiny13 and attiny2313 are members of arch2.

The generated code is not optimized (lost movw, spm and some
form of lpm asm instructions).

A new architecture should be created to fully solve the problem.

This PR is related to PR 19059.
