[Bug libstdc++/21726] New: baseline_symbols.txt for powerpc64 missing

A reminder for a simple issue: we are missing a 3.4.0 abi baseline for powerpc64,
instead that for powerpc is used for powerpc64 too and abi_check fails (very
misleading)
