I would think so.

Mainline seems to be in a "bug fixes only" mode
right now, not "regressions only". This is confirmed
by the GCC home page.
All said, this is a rather trivial, target-specific,
fix, that should help GCC newbies build GCC
(including Java) for MinGW.
