[Bug c++/19797] [4.0 Regression] g++.dg/abi/inline1.C fails on hppa*-*-hpux*

Weak symbol support was added for SOM in 3.3 on 11.X.  COMDAT was
added in 3.4 but this currently only affects 10.X.  Hppa64 has had
weak support since its inception.
