[Bug libfortran/19074] New: [4.0 Regression] libgfortran bootstrap fails on Windows

This patch <http://gcc.gnu.org/ml/gcc-patches/2004-12/msg00851.html> breaks 
bootstrap on i686-pc-mingw32 due to the name itoa in libgfortran conflicting 
with MinGW runtime headers.

awaiting approval.
