[Bug AWT/16760] New: Need to update GtkFileDialogPeer to use new GtkFileChooserDialog

Description of problem:
GTK-2.4 introduced the new GtkFileChooserDialog.  Apart from looking a
lot better than its predecessor, GtkFileSelection, the new API offers
support for filters which we need to properly implement
java.awt.FileDialog.
