[Bug other/16464] New: gfortran.dg test harness does not use loop

The gcc.dg test harness compiles cases using -funroll-loops
and -funroll-all-loops if the test case has loops.

This isn't happening with the gfortran.dg harness.
See, for example, what happens with cases 20010216-1.f and
ffree-form-3.f in the gfortran.dg/g77/ directory
