[Bug target/16255] New: [3.3 regression] bootstrap error build ada libraries

The 3.3.4 release fails in the Ada libraries, last sucessful bootstrap on the
branch on 20040517, -O1 succeeds.

Same error on the files a-ncelfu.ads, a-nscefu.ads, a-nscoty.ads, a-nucoty.ads,
i-fortra.adb,
