[Bug fortran/16173] [g77] this code does not compile with -O3; however, it compiles with -O option

Compiles OK on 3.4 g77 i686/gnu/linux with both -O0 , -O2, and -O3.
Also changed bug summary to reflect g77 instead of gfortran.
