[Bug bootstrap/14216] macro "INIT_CUMULATIVE_ARGS" passed 5 arguments, but takes just 4

        * function.c (assign_parms): When building decl_rtl for
        SPLIT_COMPLEX_ARGS, ensure inner modes of concat match outer.
