Constants can be loaded into FP registers by placing them in the constant pool; they do not need a 
scratch register (compare the case of loading a constant into the count register).  The problem is 
elsewhere.  In this case, FP registers are not even involved, since register 13 is a GPR.

The error message produced seems wrong.  The insn should satisfy the constraints on 
movdi_internal32.  '(reg/v:DI 13)' should satisfy 'r', and '(const_int 0)' should satisfy 'IJK'.
