[Bug bootstrap/12905] 2d level configure script does not recognize gcc/gcc/cp as build dir.

I have traced this PR down to the file "gcc/configure.frag". It is
present in the last ss (gcc-3_3-br-ss-20031103) but +not+ in a direct
cvs get.

"cvs rlog configure.frag" tells me that I should be getting revision 1.4.

When this file is present, configure seems to work normally; absent, it
fails trying to create symlinks in a (non-existent) gcc/cp directory.

As a final resort, I did:
		    cvs update -r1.4 configure.frag
and got it.

Only conclusions possible:
    Someone deleted configure.frag from this branch between the ss and
	mid-day 11-03 EST and it does +not+ show in the Changelog nor in
	the repository history.

    Some obscure bug in the repository or my 2-yr old copy of cvs is
	preventing me from getting +that particular file+ while
	otherwise appearing to work normally. :)

Until someone else verifies this problem (or that it is not a problem)
it remains ambiguous.

Note: in order to avoid downloading the +whole+ tree w/ all languages I
used "-l" several times when setting up my local cvs tree, but I can see
no way that that could have resulted in losing just that +one+ file and
getting all the rest of the ordinary files in that directory. :)

As a final check, still using my old cvs client, I did
			   cvs update -l gcc
			   cvs get -l gcc/gcc
in a fresh directory w/ only the gcc/CVS file present. Once again,
gcc/gcc/configure.frag failed to download.

Hoping this gets fixed,
