Fixed (in HEAD) with this patch:
* config/arm/arm.c (legitimize_pic_address): Check
SYMBOL_REF_LOCAL_P, not ENCODED_SHORT_CALL_ATTR_P.
(arm_assemble_integer): Likewise.
