When looking at the Makefile though the $INSTALL value is not relative.  
It is fully qualified, unless I'm looking in the wrong spot.  There seem 
to only be a few places where libtool is actually called out such as 
libstdc++-v3/libffi or libjava.  Here is an example of the value of 
$INSTALL as set in the Makefile for sparc-sun-solaris2.7/sparcv9/libjava:

INSTALL = /bin/ksh /export/apps/software_orig/gcc/gcc-3.3/install-sh -c


Notice the /bin/ksh in front of the call to install-sh.  This seems to 
work just fine when $INSTALL is referenced directly, but when it is 
called by libtool it crashes with a libtool error.
