It seems like this problem is really more w/ libtool than w/ the 
makefile because if I remove the leading /bin/ksh from the INSTALL value 
it seems to fix the problem.  I haven't had a chance to delve into the 
code of libtool, but perhaps it just doesn't know how to interpret the 
two part command.
