* config/ia64/ia64.c (ia64_epilogue_uses): GP is live at end
even with !TARGET_CONST_GP.
* config/ia64/ia64.h (FUNCTION_OK_FOR_SIBCALL): Define.
* calls.c: Include target.h.
* Makefile.in (calls.o): Depend on $(TARGET_H).
