[Bug target/8507] [Cygwin] -fno-leading-underscore has no effect

Confirmed with gcc 3.2, 3.3 branch and mainline. Note that -fno-underscore never
existed, and -fno-underscoring has been removed in mainline. The option that
currently should, but doesn't do this, is -fno-leading-underscore.
