I think this a bug. 2.7 of the ABI document says,
'No cookie is required if the new operator being used is ::operator new[](size_t, void*)'
new (a) A[3], should call such an operator. and indeed examination of the assembly shows this to be the case.
Made a high priority ABI bug.
