Bootstrap with GNAT 3.15p as a the boostrap compiler fails
with fatal error: system.ads is incorrectly formatted
missing line for parameter: Backend_Divide_Checks
same error repeats for Backend_Overflow_Checks and
Fractional_Fixed_Ops
Documentation says boostrap compiler can be
(GNAT version 3.13 or later, or GCC version 3.1 or later),
So, 3.15 appears to meet the requirement.
