Duplicate PRs (was: Re: bootstrap/4089: Building gcc3.0.1 onopenbsd-m68k fails.)

Not related to this specific PR (so not sent to gcc-gnats), but I think
that when marking PRs duplicate the following also needs to be observed:

* The oldest PR should be the canonical one, not the newest.

* The submitter and all people on the CC list of the PR being closed must 
be added to the CC list of the PR it is being said to be a duplicate of.

* A message should be sent to the canonical PR listing the other PRs that
were closed, since they may also contain additional relevant information.
