I replied to a gcc gnat report using the suggested addresses, including gcc-prs@gcc.gnu.org and got the
following message:
Hi. This is the qmail-send program at sourceware.cygnus.com.
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

This mailing list is not for general discussions. Please resend your mail note to a more appropriate list.
So, if you're not supposed to send to gcc-prs, gnats shouldn't suggest doing so.
