invoke.texi: -mbuild-constants Ill-formed Sentence

Part of gcc/invoke.texi's documentation for `-mbuild-constants' (line
7234 for gcc3.0) is

You would typically use this option to build a shared library dynamic
loader. Itself a shared library, it must relocate itself in memory
before it can find the variables and constants in its own data segment.

What does the second sentence mean? (For gcc3.1, it in near
gcc/doc/invoke.texi:7282.)
