Having spent yesterday, hacking to get gcc to build, I definitely agree
that intl should be moved up and use its own configure. It shouldn't really
use the gcc version of config.h. Building intl without config.h (the present
defacto situation) results in a number of warnings which look like they
need fixing. Moving intl to the top will help when adding a shared version.
Further, I am quite sceptical that libintl will build as is with an old
K&R compiler. Thus, it should be possible to build gcc without building
libintl. Does --disable-nls stop the building of libintl or just the use
of it?
Thus, I hope someone will work on moving intl to the top and test the
changes before they are introduced into the CVS.
