You have a mixed version installation.  You should either install gcc 
binaries which are compatible with the original cygnus b20.1 distribution, or 
upgrade to a cygwin version which incorporates the newer style ctype support. 
This should be documented at the site where you got your gcc.  I have been 
running the gcc testsuite on the 19990819 cygwin snapshot.  This should be 
satisfactory if you are not running threads.  See my file

cygwin mailing list.  The gcc mailing list is not responsible for library 
installation.
