is --program-prefix still broken?

I tried using the BitRange search engine mentioned on the egcs mailing list
webpage, but it searches separately on 'program' and 'prefix' even when
surrounded by quotes. So I have no idea how often this has been discussed.
The only mention that I found was a thread in last July, starting with this
message:

The thread ended with the bug being "tabled unless somebody else" fixes it
before the regular maintainer got to it. Assuming he/she hasn't yet had
time, I'd like to offer a suggestion:
If --program-prefix=FOO does not, in fact, prepend FOO to the filenames,
then that option should /at least/ be removed from the output of --help (in
my worthless opinion). Claiming that a program does something when it fails
to do so (and doesn't tell the user) is a big lose.
If, however, the 1.1.2 release fixes this (I've seen the webpage but haven't
yet retrieved it), then I'll cheerfully go away. :-)
