Subject: HEADS UP. RANDOM_INIT will be changing

It seems that J3/WG5 has substantially changed the
wording of the description of RANDOM_INIT from what
is in the current draft for F2018.  The behavior of
RANDOM_INIT will be changing once I get hold of the
next text.
