Yes. About a month ago, bugzilla was hit by a wave of spam.
Someone or group was creating bugzilla accounts, and then
injecting garbage into bugzilla at 1 per minute or so.
Overseers has changed the process by which someone can create
a new bugzilla account to counter the spambot. If you have
an account, you should not see any change in how bugzilla
function.
