Did you download your binaries from gfortran.org, following the "Windows" link on the left panel, leading to page: http://www.gfortran.org/index.php?n=Main.Windows ?

Or did you follow the link named "CygWinRegularSnapshot"?

Here is how I got it. Should I be using something different?

A gfortran package for Windows is available as zip archive at http://quatramaran.ens.fr/~coudert/gfortran/gfortran-windows.zip <http://quatramaran.ens.fr/%7Ecoudert/gfortran/gfortran-windows.zip> .
This is a standalone package, which means you don't need anything else
to compile and run Fortran programs.
