Are NEWS, README, CONTRIB, TODO still needed?

- Subject: Are NEWS, README, CONTRIB, TODO still needed?
Am I correct in believing that these files no longer serve any purpose?
IIRC:
- CONTRIB has been subsumed in contrib.texi
- README is outdated
- NEWS announces the original fork. I think that makes not much sense nowadays
- TODO should be more or less replaced by bugzilla and I don't think it's up
to date.
OK to remove those files?
