Default to -mips3 on -mabi=64. Don't add -mips* flag if -march is
specified.
(SUBTARGET_ASM_SPEC): Remove -mips*-adding code obviated by
DRIVER_SELF_SPECS.
(LINK_SPEC): Let endian options affect the linker emulation name.
