configure.in: Handle --with-newlib.

* configure.in: Handle --with-newlib.
* Makefile.in (LIBGCC2_CFLAGS): Add @inhibit_libc@.

* sparc/t-sp64 (LIBGCC2_CFLAGS): Delete.
