(LIBGCC1_TEST): Don't build it.

(MULTILIB_{OPTIONS,DIRNAMES,EXCEPTIONS}): Build a suitable set of
cross libraries.
(LIBGCC): Set to stmp-multilib.
(INSTALL_LIBGCC): Set to install-multilib.
