mkfixinc.sh (*-gnu*): activate fixinc for GNU/Hurd and GNU/Linux.

* fixinc/mkfixinc.sh(*-gnu*): activate fixinc for GNU/Hurd and
GNU/Linux.

* fixinc/mkfixinc.sh: Run fixinc on netbsd.
* fixinc/inclhack.def (machine/ansi.h): Run this rule on all files,
to cope with aliased copies.
* fixinc/fixincl.x: Regenerate.
