global.c (global_alloc): Use xmalloc instead of alloca for CONFLICTS...

* global.c (global_alloc): Use xmalloc instead of alloca for
CONFLICTS, since max_allocno * allocno_row_words alone can be more
than 2.5Mb sometimes.
