Compute DECL_ASSEMBLER_NAME lazily.

	* tree.h (DECL_ASSEMBLER_NAME): Compute it lazily.
	(DECL_ASSEMBLER_NAME_SET_P): New macro.
	(SET_DECL_ASSEMBLER_NAME): Likewise.
