New function.
(TARGET_FLOAT_EXCEPTIONS_ROUNDING_SUPPORTED_P): Define.

c-family:
* c-cppbuiltin.c (cpp_iec_559_value): Test
flag_excess_precision_cmdline not flag_excess_precision.
