Description:

The rightmost `Size` bits of the argument `I`
are shifted circularly `Shift`
places, i.e. the bits shifted out of one end are shifted into
the opposite end.
No bits are lost.
The unshifted bits of the result are the same as
the unshifted bits of `I`.
The absolute value of the argument `Shift`
must be less than or equal to `Size`.
The value of `Size` must be greater than or equal to one and less than
or equal to `BIT_SIZE(`
