No it isn't, our policy has always been to fix issues when they reach
DR status, because it's a defect.

Insisting that users must live with defects when using -std=c++98
because the standard was defective as published in 1998 would not be
helpful.
OTOH, if the fix applied causes previously valid code to fail, effectively replacing one defect with another one, as it is in this case, then it is not obvious at all that the fix should be applied.
