Subject: [v3] testsuite renames

Removes header-name as organizing principal in testsuite directories for 20_util and tr1/2. Adds valarray and slice_array requirements, consolidates valarray tests.

I had to check in the previous patch before I could do this, or else I'd just have done this all at once...
