Does this mean that we may potentially see different behavior in cross
vs. native builds?  I don't know enough to know, so this is a serious
question; not a rhetorical one.

Perhaps.

I'll open a bugzilla report with a summary of the open issues with iconv config, and add you to the cc.

IMHO the configure inconsistencies are a much more important issue.
