We'll do this after 3.4.0.
In particular, the linux distributors need to figure out if we are going
to mandate --enable-libstdcxx-allocator=mt as a linux-specific
configuration option, as we do with __cxa_atexit.
I think we should, but Mark doesn't need to be cc'd on that discussion,
and neither does the gcc list.
Followup to libstdc++ only please.
